Every cheap clustering tool groups keywords by how similar the words are. That is wrong. "best running shoes" and "top running shoes" are the same page; "running shoes" and "running shoe size chart" are not, despite sharing more characters.
Proper way is SERP overlap: if two queries share 4+ of the top 10 results, they belong on one page.
